min vs fan, they both mean noodles. but is there a difference in when do you use these 2 words?

Generally, it is correct. Mian is wheat noodles and fan is rice noodles, except in the case of pasta. That would be 意大利 fan or mian (I've heard both, but don't know which is correct) or macaroni 通心粉.
